Recycling has been given a serious overhaul, and captains who break down their old gear are about to see a lot more come back. First, an admission. The Recycling skill was quietly short changing you. It was written to climb from seven percent up to a fifteen percent ceiling, but the sums behind it meant you needed skill level forty to ever reach that ceiling. Nobody in the galaxy is close to level forty. The best recycler among you was sitting at around eleven and a half percent and had no way of ever seeing the rest. That ceiling has been removed entirely.
Your skill now keeps paying for every single level you earn, with nothing waiting at the top to cut you off. Second, there is a new upgrade in the FSP Store under Account Upgrades, called Improved Recycling Returns. Each purchase adds five percent to everything you recover, and you can buy it seven times for a total of thirty five percent. That sits on top of whatever your skill is already giving you, it does not replace it. A well skilled captain with the full set of upgrades will be recovering close to half the resource value of anything they break down, which is a world away from where we started tonight. The price climbs with each step you buy, so the first is cheaper than the last. That is deliberate.
We would rather the early gains were within reach of everyone than have the whole thing priced for the wealthy. You can see exactly where you stand at any Recycling Centre. Your skill level is on display as always, and once you have bought an upgrade a badge appears alongside it showing what your purchases are adding and how many steps you have taken. One practical note. The resources you get are worked out the moment a job starts, not when you collect it. Anything already sitting in a slot right now was priced under the old rates and will pay out accordingly. Start something fresh to see the new numbers.
A word on why recycling matters, because it is easy to look at a bound piece of equipment and see only a dead end. Breaking it down was always the honest way out, and now it is a far better one. The resources go back into your hold and back into the economy, and somebody builds something new with them. That is the loop this whole galaxy runs on.

Every captain has hit this at some point. You build a fine piece of equipment, you fit it, you fly with it for months, and then you outgrow it. It sits in your hold, still perfectly good, and you cannot pass it to anyone. Not to a friend, not to a corp mate, not to your own second captain.
That is not an oversight. Equipment binds to its owner the moment it is fitted or deployed, and it does that on purpose. Without it, one well built reactor could circulate through a corporation forever and nobody would ever need to make another. The whole galaxy runs on people mining, building and replacing, and the bind is what keeps that turning. But we have listened, and there is now a way out for those who really want one.
The Registry Transfer Permit is available in the FSP Store under Consumables. Apply one to a bound piece of equipment and its serial is re registered, clearing the bind and making the item transferable again. Sell it, gift it, hand it to a corp mate, whatever you like. Here is the part worth reading twice. The permit is used up when you apply it, and the bind comes straight back the moment the next owner fits the item.
So a second transfer needs a second permit. This is not a way to make something permanently free to pass around, it is a way to move one specific item, once. That is exactly why we are comfortable offering it at all. Using one is simple. Open your ship inventory and look for anything marked Untradeable that is not currently fitted. There is a key icon beside the status. Click it, confirm, and the item is yours to move.
The screen shows you how many permits you are holding before you commit to anything, and you can find your stock at the top of the Consumables tab. A few item types can never be transferred under any circumstances. The permit refuses those up front rather than taking your permit and leaving you stuck, so you can never waste one by mistake. And to be clear, nobody has to buy anything. Recycling remains the free route out of old equipment, and it has just been substantially improved in its own right. The permit is there for the times when it is that particular item you want moved, not simply its value.
